ChargeBreak – OSM-derived amenity data alteration method Version: 1.0 Published: 2026-10-07 Purpose: Offer under Open Database License (ODbL) 1.0 section 4.6(b) 1. SOURCE DATABASE The source database is the OpenStreetMap Germany extract distributed by Geofabrik: https://download.geofabrik.de/europe/germany.html OpenStreetMap data copyright: © OpenStreetMap contributors https://www.openstreetmap.org/copyright License: Open Database License (ODbL) 1.0 https://opendatacommons.org/licenses/odbl/1-0/ The same Germany OpenStreetMap extract is also used to build the local Valhalla pedestrian-routing graph used in step 7. 2. SEPARATE REFERENCE DATA ChargeBreak separately uses the German charging-register dataset published by Bundesnetzagentur.de under CC BY 4.0. Charging-park locations and identifiers from that dataset are used as reference points for amenity association. The Bundesnetzagentur source database remains a separately licensed data source and is not represented here as OpenStreetMap data. 3. FILTER THE OSM GERMANY EXTRACT Use Osmium tags-filter on the Germany .osm.pbf source. Keep objects whose "amenity" tag is one of: restaurant cafe fast_food food_court ice_cream Keep objects whose "shop" tag is one of: bakery pastry supermarket convenience department_store mall variety_store general clothes shoes sports electronics mobile_phone books toys gift chemist beauty cosmetics furniture Nodes, ways and relations are eligible. 4. NORMALISE EACH RETAINED OSM FEATURE Export the filtered PBF to GeoJSON sequence including OSM object type and ID. For each feature: - preserve the OSM object identity as "osm::"; - classify amenity=restaurant/cafe/fast_food/food_court/ice_cream as FOOD; - classify shop=bakery/pastry as FOOD; - classify all other shop values listed in section 3 as SHOPPING; - use the bounding-box midpoint of the feature geometry as the representative coordinate; - preserve name, brand and opening_hours where available; - when name is absent, use brand; when both are absent, use a generic human-readable name derived from the subtype; - discard features with unusable geometry or without a supported classification; - deduplicate identical OSM source IDs. 5. BUILD SPATIAL CANDIDATES For every ChargeBreak charging park, find normalised OSM amenities whose Haversine distance from the charging-park reference point is no more than 500 metres. A 0.01-degree spatial grid is used only as an acceleration structure. The final 500 metre decision is based on Haversine distance. 6. PEDESTRIAN ACCESS VALIDATION For every candidate from step 5, calculate a pedestrian network matrix from the charging park to the amenity using the self-hosted Valhalla graph built from the same Geofabrik Germany OSM extract. Use: - Valhalla costing: pedestrian - maximum accepted walking distance: 750 metres - unreachable candidates: reject - candidates with walking distance > 750 metres: reject 7. DUPLICATE SUPPRESSION Sort accepted candidates by: 1. walking-network distance when available; 2. straight-line distance; 3. case-folded display name; 4. OSM source ID. Treat two candidates as duplicates when all of the following are true: - same FOOD/SHOPPING category; - same OSM subtype; - same normalised identity, where identity is brand when available, otherwise name, lower-cased and stripped of non-alphanumeric characters; - representative coordinates are within 75 metres. Keep the first candidate after sorting. 8. RESULT LIMIT For each charging park retain at most: - 5 FOOD amenities; - 5 SHOPPING amenities. 9. OUTPUT / DIFFERENCES FROM THE SOURCE DATABASE The OSM-derived portion of the prepared ChargeBreak amenity data consists of: - retained OSM source identity; - normalised display name; - category and subtype; - representative coordinate; - brand/opening-hours fields where present; - derived straight-line relationship to a charging park; - derived pedestrian distance/duration relationship to a charging park; - duplicate suppression result; - per-category ranking/selection. The prepared ChargeBreak runtime may contain other, separately licensed tables and data sources. Those are a collective alongside the OSM-derived amenity portion and are not claimed to originate from OpenStreetMap. 10. REPRODUCTION Starting with the Geofabrik Germany OSM PBF and a set of charging-park reference points, sections 3 through 8 describe the complete algorithm and constants used to reproduce ChargeBreak's OSM-derived amenity selection and association. This alteration-method file is provided free of charge over the internet to recipients of the public ChargeBreak service pursuant to ODbL 1.0 section 4.6(b). The OSM-derived database portion remains subject to ODbL 1.0.
